This report briefly examines Scotland’s Aarhus Convention obligations in relation to access to justice and the current status quo.

It concludes that recent government moves to properly implement the final Pillar of Aarhus could fall far short of compliance, and recommends that we build on learning from other jurisdictions to create fully Aarhus compliant access to justice.
