This report finds that, despite ambitious Government targets, current policy and regulation is fragmented, inconsistent and poorly applied. The report also urges Government to do more to address the performance of the existing stock and is critical of what it sees as a lack of urgency in the way that the Government and other public authorities deal with their own estates.
