




Despite many welcome elements, the consultation proposals fall short of a fully credible and effective package under all these headings, and we urge the Government to rectify these shortcomings before a Bill is introduced in Holyrood.
This submission address questions raised by the consultation paper as well as key issues no covered already. It highlights the purpose of the Bill and emphasises the need to set cumulative targets, take a comprehensive approach, and ensure incentives/sanctions to deliver accountability and compliance.
